Footwear Products
On November 27, 2020, the Saudi Standards, Metrology, and Quality Organization (SASO) published the Technical Regulation (TR) for Footwear and Accessories in the Official Gazette. Prior to this, the requirements for Footwear and Accessories were listed in a summary pending the final release of the TR, The new TR re-defines the requirements for Children’s Shoes.
- Regulation Scope
- Footwear including Men’s, Women’s, Children, Leisure and Informal Slippers (whether leather, textile, plastic, or a mixture of these materials).
- Professional Footwear is included in scope, but has additional requirements in the Personal Protective Equipment and Clothing TR that must also be met.
Exceptions:
- Medical shoes (must meet the requirements of SFDA).
- Shoes classified as children’s toys.




2. Conformity Assessment Process
- Type approval is a conformity assessment procedure where a CCC reviews the technical design of the product, ensures its correctness, and then makes a determination on whether the product meets the requirements of the Technical Regulations and listed standards.
- Suppliers are required to contact a CCC using the SABER portal in order to obtain a Product Certificate of Conformity (PCoC).
