The SASO Certificate of Conformity (PCoC) is an official document issued by the Saudi Standards, Metrology and Quality Organization (SASO), certifying that a product meets the applicable Saudi standards and technical regulations. It is a mandatory requirement for many products imported into Saudi Arabia, ensuring safety, quality, and compliance with local regulations.
To obtain a SASO PCoC for exporting products to Saudi Arabia, exporters must complete the official conformity assessment process through the SABER platform, required by SASO. All required conformity certificates are now issued exclusively via SABER platform.

According to the regulated products, conformity assessment consists of a two-phase process:
- Product Certificate of Conformity (PCOC)
- Shipment Certificate of Conformity (SCOC)
The Product Certificate of Conformity (PCoC) is issued by a SASO-approved certification body and is valid for one year, applying exclusively to the certified product. It serves as proof that the product complies with the relevant SASO Saudi technical regulations and standards, and is a prerequisite for obtaining shipment specific certificates, such as the Shipment Certificate of Conformity (SCoC), for regulated products entering Saudi Arabia.
The Shipment Certificate of Conformity (SCoC) is a shipment specific certificate issued via SABER platform.
It is required for every individual consignment of regulated products entering Saudi Arabia and verifies that the actual shipment identified by details and match with approved PCoC and complies with all relevant standards and technical regulations.
Before obtaining the SCoC for a regulated product, the Product Certificate of Conformity (PCoC) must first be issued in accordance with the relevant technical regulations.

Effective 01/10/2025, issuing SCoC for both regulated and non-regulated, through the SABER platform will be mandatory prior to obtaining customs clearance.
In Saudi Arabia, products are categorized into Regulated and Non-Regulated based on their risk levels and compliance requirements, as defined by the Saudi Standards, Metrology and Quality Organization (SASO).
- Regulated Products: Products that fall under specific SASO Technical Regulations due to their potential impact on health, safety, environment, or performance.
Certification Process:
- Product Certificate of Conformity (PCoC): Required for each regulated product. Issued after a conformity assessment by a SASO-approved Certification Body, through the SABER platform and it is valid for one year and must be renewed annually.
- Shipment Certificate of Conformity (SCoC): Issued for each shipment, confirming that the products comply with the applicable regulations, through the SABER platform
- Non-Regulated Products: Products considered low-risk that do not fall under specific SASO Technical Regulations. Even non-regulated products must be registered in the SABER system to ensure compliance and facilitate customs clearance.
Certification Process:
- Self-Declaration of Conformity (SDoC): The importer declares that the product complies with Saudi regulations.
- Shipment Certificate of Conformity (SCoC): Issued for each shipment, confirming that the products comply with the applicable regulations.
- Identify the product you plan to export to Saudi Arabia.
- Review the relevant Saudi technical regulations and standards.
- Confirm whether the product requires mandatory certification.
- Classify the product by its HS Code using the ZATCA platform and SABER platforms as per the link below
- Log in to the SABER platform at (https://saber.sa).
- Select product type and Add a New Product.
- Add the Harmonized System Code (HS code), by search to Choose HS code for the product in same page it will be clarify if the product is regulated or non-regulated and the required certificate through:
- HS code search.
- Product tag/category search.
- Select the HS code then click on “Complete details”.
- Enter all the necessary information about the product (Product’s Name – Country of Origin – Trademark – Manufacturer’s Name – Product’s Photos – Model’s Type – Model’s Name) then agree to the commitments, then proceed.
- Appoint a certification body accredited by SASO, such as CCC, that is authorized to assess your specific product category.
- Now your Product registered.
- The PCoC is valid for one year.
- Log in to the SABER platform at (https://saber.sa).
- Choose the Shipment Certificate issuance service.
- Select the products to be covered.
- Enter the required shipment details.
- Choose the certification body that issued the product’s PCoC.
- Submit the request.
- Await review by the Technical Team.
- Notify the importer to complete payment through SADAD.
- Receive the issued Shipment Certificate (SCoC).
- For certain products, as identified by their HScode announced by SASO, it is mandatory required to submit or provide the Product/Importer Declaration Form from the Ministry of Industry and Mineral Resources, before approved the SCOC.
- The SCoC is presented to Saudi Customs along with the shipment.
- Customs authorities verify the certificate through SABER before granting clearance.
- Only shipments with valid SCoCs linked to a PCoC are allowed entry.
The SASO Product Certificate of Conformity (PCoC) is an official document issued through the SABER platform, confirming that a product fully complies with the Saudi Standards, Metrology and Quality Organization (SASO) technical regulations.
It serves as the primary approval required for any product to be sold or imported into Saudi Arabia.
The PCoC ensures that all regulated products entering the Saudi market meet national standards for:

- Each product model or type must be registered in the SABER system by the importer or manufacturer.
- A SASO-approved Conformity Assessment Body (CB) evaluates the product’s documentation, test reports, and technical compliance.
- Once all requirements are met, the PCoC is issued electronically in SABER.
- The certificate remains valid for one year and must be renewed before expiry.
A PCoC is mandatory for all regulated products before any shipment can be cleared in Saudi Arabia.
