SABER Certificate For Textile Products

Textile Product Certification in Saudi Arabia (SABER | SASO Approved)

Importing textile products into Saudi Arabia requires full compliance with the latest technical regulations issued by the Saudi Standards, Metrology and Quality Organization (SASO). These regulations are enforced through the SABER platform, which ensures that all textile goods entering the Kingdom meet mandatory safety, chemical, labeling, and performance standards.

Who Needs Textile Product Certification?

Any business or individual exporting textiles to Saudi Arabia must obtain the following certifications through SABER:

  • Product Certificate of Conformity (PCoC): Valid for 1 year, confirms the product complies with SASO technical regulations.
  • Shipment Certificate of Conformity (SCoC): Required for each shipment for customs clearance.

Which Products Are Regulated?

The regulation applies to:

  • Products with ≥80% textile fiber content by weight (e.g., fabrics, yarns, carpets, curtains, apparel).
  • Furniture, blankets, umbrellas, and sunshades with significant textile components.
  • Textile components in integrated products such as footwear, bags, headwear.

Excluded: Medical textiles regulated under SFDA.

Type of Certification Procedures (Risk Categories)

1- Type 1a (Low-Risk Textiles)

Certification based on product testing only (no factory audit). Examples include:

  • Wool, silk, and cotton fabrics
  • Socks, towels, uniforms
  • Bedspreads and mattress covers
  • Textile bags, head coverings
  • Carpets, lace, and crocheted items
  • Textile masks, camping tents

2- Type 3 (High-Risk Textiles)

Requires both product testing and factory audit. Examples include:

  • Underwear
  • Ihram garments
  • Baby diapers
  • Swimwear
  • Children’s clothing (under 36 months)
  • Sanitary pads

Testing & Compliance Requirements

Testing must be performed by accredited labs under ISO/IEC 17025 and includes:

  • Chemical Testing: Azo dyes, formaldehyde, heavy metals, pesticide residues.
  • Performance Testing: Colorfastness, wash durability, fabric strength.

CCC coordinates accredited testing to ensure full SASO compliance.

Labeling Rules

Labels must be permanent, clear, and in Arabic (English optional but not a replacement). Must include:

  • Fiber composition (% content)
  • Size/dimensions
  • Country of origin
  • Care/wash instructions
  • Manufacturer/importer details

  2. Supplier Declaration of Conformity
  3. Valid lab test report (including product name, origin, and manufacturer details)
  4. Product and label photos
  5. Risk assessment
  6. Factory audit report (Type 3 only)
